This is a set of ox and horse decorations for Obon. They are also called "Seirei-uma" (spirit horses) and represent the vehicles used by the deceased to travel between the Pure Land and the present world.
It is believed that they ride the horse on the way back so they can return quickly, and the ox on the way back to the Pure Land so they can take their time, and they are displayed at the entrance or on the Obon shelf.
