Since current tail lamps are mainly LED, there is little possibility of bulb burnout, so if it stops lighting up, a defect in the module board can be considered.
It is okay to replace only one side, but since the lifespan of parts tends to occur around the same time, replacing both left and right at the same time is recommended for peace of mind.
