「主計将校」システムを再デザインしたダイナミックで展開の早いカードドリブンシステムが特徴的です。
ゲームは1941年6月22日、バルバロッサ作戦が開始された夏から始まり、
戦略的な要衝を押さえることで獲得する勝利点を各年の冬ラウンドに集計し十分な点差を得ることで勝利することができます。
プレイヤーはそれぞれの国の総合的な国力を表した個別のデッキを持ち、毎ラウンド手札のカードをプレイすることで、
そのカードの効果を使用したり、兵力を補充するなどの一般的なアクションを実行します。
一方相手プレイヤーはカードに記載された対応能力の方を用いて相手の行動に対抗することも可能であり、
レニングラードやスターリングラードでの戦闘のような大規模な防衛戦も再現可能となっています。
また、機械化部隊や艦隊だけが移動できる2回目の移動ステップにより、急速な前進と包囲などの東部戦線での機動戦を再現することも可能です。
兵力は歩兵、戦車、艦隊に加え航空機もあり、縦深防御、航空支援、諸兵科連合のすべてを考慮しなければ勝利はおぼつかないでしょう。
『主計将校』シリーズをプレイしたことがあるならルールの学習も比較的早く済み、プレイ時間も1時間程度と短くプレイアブルな、戦略的な視野を求められるゲームです。
