1965年、英国ブライトンの近くで生まれる。文学好きの母親の影響で小さいときから作家を志す。母親を多発性硬化症で失い、失意の中、英語教師としてポルトガルに渡り、結婚。一女ジェシカをもうけたが、離婚して、1993年、妹ダイの住むエジンバラに戻る。乳飲み子を抱えたシングルマザーで、生活保護を受けながら書いた「ハりー・ポッターと賢者の石」が、1997年にベストセラーとなった。2001年12月に再婚し、長男デイビッドが誕生した。現在スコットランドに住む。ハリー・ポッターシリーズの社会・文化的貢献に対し、英国王室からはビートルズも受けた大英帝国勲章が贈られ、スペイン王室からはアストゥリアス皇太子賞を授章した。またスマーティーズ賞をはじめ、児童書のジャンルを超えたさまざまな文学賞を受賞している
