徳川家康は、1569(永禄12)年から1586(天正14)年までの17年間を浜松で過ごしました、その間に浜松城の前身である引間城を城内に取り込み、名を「浜松城」と改め、本丸を現在の浜松城に移したと言われています。
浜松城の城主の中には在城中に幕府の要職に就いた者も多くいた為に浜松城は「出世城」と言われるようになりました。
