2002年9月に発売されたフライトシミュレーション「エナジーエアフォース」の続編。前作同様、基本コンセプトは「主人公は戦闘機ではなく、パイロットである」。本作ではこれを徹底追求し、「パイロット体感型シミュレーション」ともいえる内容になっている。
過激派のクーデターにより占拠されたの某国。第三国の支援により政権は軍事力を大幅に増強し、首都近郊の空軍基地を拠点に侵攻を開始した。正規軍の抵抗もむなしく、過激派政権の近代的かつ圧倒的な航空戦力により、国全体がその指揮下におかれることとなった。そしてついに、軍は隣国へ侵攻を開始する。
