『主計将校：第二次世界大戦の補給戦』のシステムを用いて、舞台を第一次大戦の欧州に移した戦略級シミュレーションゲームが登場。
『主計将校：1914』は、プレイヤーは中央同盟国(独、墺洪と土)、あるいは協商国(英仏、仏伊、露)のいずれかに属する国を受け持ちます。
プレイヤーは受け持つ各国別のカードデッキを持ち、軍隊の建設や戦闘などはカードプレイで実行され、星付きの補給スペースを占領することによって勝利点を得たり、カード上に示されている戦略的条件に応じて勝利点を得ることができます。
また制限の大きな補給ルールにより、個々の戦闘だけではなく戦略的な行動が自陣営の勝利には必要となります。ゲームは17ラウンドにわたってプレイをしたのちに自陣営がより多くの勝利点を獲得している(もしくは17ラウンドに至る前に12点差をつける)ことで自陣営の勝利を目指すことになります。
国ごとに国力とドクトリンを反映した特徴のあるカードプールをもとに、毎手番カード1枚をプレイすることで軍隊を設立したり、戦闘を行ったり、様々なイベントを起こすことで敵陣営に対して戦略的優位を得ることを目指す
