Following the collapse of the Soviet Union's social system, the East Slavic Republic became an independent sovereign nation.
However, conflicts continued between the government, supported by the wealthy elite (Oligarchs), and the anti-government forces composed of the impoverished populace.
As this civil war escalated, strange rumors began to spread from various locations about "seeing monsters on the battlefield..."
Concerned about the proliferation of B.O.W.s, the United States dispatched President-appointed agent Leon S. Kennedy to infiltrate the area alone.
However, due to government circumstances, the U.S. suddenly decided to withdraw, and Leon was also ordered to retreat.
"As long as the clues to the B.O.W. are here, I'm staying—."
Without the support of the U.S. government, Leon rushed onto the battlefield alone, but a Licker (B.O.W.) appeared, and he was abducted by the anti-government forces.
Leon is bound to a chair, facing Alexandre (Sasha) Kozachenko / Buddy, JD, members of the anti-government forces, and Ivan Judanovich, the leader of the Elder Council, Ataman.
