プレイヤーは事業家となり、鉄鋼業を中心に「ブラック・カントリー」と呼ばれた重工業地帯
ウェスト・ミッドランズ地方(主要都市:バーミンガム、バートン等)で勢力を競うこととなります。
運河と鉄道を敷設し、様々な産業施設を建設することで、自らの影響力の拡大を目論みます。
