本作は都市計画をテーマとしたワーカープレイスメントゲームです。19世紀中ごろ、人口密集により劣悪な生活環境に苛まれていたバルセロナを救うべく、都市計画家のイルデフォンソ・セルダによって大規模かつ大胆な都市計画が策定されました。
プレイヤーたちはその壮大な計画において名声を得ることを望む、新鋭の建築家となります。各手番では移住させる市民トークンをゲーム盤の区画に配置し、その場所に対応したアクションを行います。ゲームが進むにつれ、次第にゲーム盤上では街路が舗装されたり、路面電車が走るようになったりと、さまざまな要素が追加されていきます。それによりプレイヤーのアクションも強化され、都市計画はさらに加速していくのです。
計画のかなめである建造物の建築を進めることで、プレイヤーは多くの名声を得ます。時にはさらに多くの名声を得るため、セルダのビジョンに反した「新様式アクション」を実行することもあるでしょう。しかしあまり道を外れすぎるとペナルティが発生するので注意が必要です。あなたは、歴史に名を残す建築家となることができるでしょうか？
